管制機構解禁 北極圈原住民可有條件捕鯨
（法新社巴西佛洛里亞諾波里斯12日電） 國際捕鯨委員會今天以68票比7票表決通過，允許居住地多數在北極圈內的若干群體捕鯨，以維持生活所需。
國際捕鯨委員會（International Whaling Commission）數十年來禁止商業捕鯨，但基於飲食營養及文化保存考量，仍網開一面開放「原住民生存捕鯨」（aboriginal subsistence whaling），今天的表決結果，也與國際捕鯨委員會的長期承諾相符。
日本及其他支持捕鯨的國家，也在巴西這場緊張的會議上積極推動開放捕鯨。若干非政府組織憂心，這次的投票結果可能有助重啟全面商業捕鯨。
世界自然基金會（WWF）的勒斯里（Aimee Leslie）說：「回歸商業捕鯨的後果非常令人憂心。」
與會的美國代表沃爾夫（Ryan Wulff）表示，投票結果「給予我們的本土社區急需的彈性，讓他們能在年年變化的危險環境下安全地捕鯨。」
捕鯨議題向來具高度敏感性，畢竟日本在冰島、挪威及其他國家的支持下，以文化為由，要求重啟商業捕鯨。
根據表決訂下的獵捕配額，美國阿拉斯加州、俄羅斯、格陵蘭與聖文森及格瑞那丁（Saint Vincent and the Grenadines）的貝基亞島（Bequia）群體，未來6年獲准獵捕數百頭小鬚鯨、長鬚鯨、座頭鯨及弓頭鯨。
阿拉斯加愛斯基摩捕鯨委員會（Alaska Eskimo Whaling Commission）的帕特科塔克（Crawford Patkotak）表示：「這對我們的人民而言意義重大，我們生活在惡劣的環境中。對我們這群北方之子而言，這是偉大的日子。」
反捕鯨的非政府組織及國家則憂心，更高的捕鯨配額將增加大規模捕鯨的可能性。（譯者：鍾佑貞/核稿：嚴思祺）
